Download Throttling We're adding support for throttling the speed in which the launcher downloads content for installs and updates. The goal of this feature is to provide users who have limited bandwidth the opportunity to perform installs and updates over a longer period of time without consuming all of their bandwidth. Torrenting may also cause very slow Steam downloads. Programs that limit the traffic on your computer, such as IP blockers, also don’t play well with Steam.
